Prepare rice according to package directions.
Cook the bacon until crispy. Drain any excess fat using paper towels. After it has cooled, crumble the bacon.
In a large bowl, combine the sour cream and mayonnaise.
Fold in the cooked rice, tomatoes and bacon.
Place lettuce in a serving bowl and top with dip. Garnish with green onions, if desired. Serve with chips or crackers of your choice.
