Cook brown rice according to package directions; let cool completely.
Mix together rice, tuna, eggs, parsley, chives, lemon zest, lemon juice, garlic, cumin, paprika, salt, and pepper. Divide into 8 portions; shape into 1/2-inch-thick patties.
Heat oil in a large nonstick skillet; in two batches, cook patties for 3 to 4 minutes per side or until golden brown and heated through.
In a blender, purée avocado, mayonnaise, lime juice and salt until smooth. Refrigerate until ready to serve.
In large bowl, whisk together oil, lemon juice, honey, mustard, salt and pepper. Just before serving, add arugula to bowl; toss well.
